First thing you may notice is a lack of rent, cable, etc etc. I am fortunate enough to be living with my mother who has been helping me out with Gas, and food as well as a place to live rent-free. At the moment, I have very few things that I would consider Mandatory.
I'm also eligible for a Day Care subsidy, and until that kicks in, my daughter was granted a Day Care Scholarship that brings the cost of Day Care down from $700 a month to $164 a month. The subsidy will bring the cost down to the same $164 and roll over when funds are available.
I have an ROA at work for $25/paycheck. I have college loans to pay back at $75/month. And of course, the Car Insurance.
I'm debating about dropping my coverage. What would I do if I droppped it (EDIT: Lowered my coverage, not 100% dropping of course), and THAT DAY completely fuck up my car with NO emergency fund at all? Should that wait until I have some sort of emergency fund?
One other thing that REALLY throws a wrench in this whole saving thing is that since I am on SNAP (food stamps) mainly for my daughters food and diapers and whatnot - according to PA state law, there is whats called an Asset Test. This places a limit on how much one can have in liquid and non-liquid assets before you become ineligible for SNAP. The final proposal sets the limits at $5,500 for households (age 59 and under). What I'm getting from this is that they want to quell fraud - but what this also does is make it impossible for someone like me whos trying to start their life and MOVE OUT impossible. As soon as they see a checking account holding more than that, or find out that I have any kind of savings, BAM, I'm off the program, I'd be forced to dip into my savings, and what the actual fuck here. ?_?
On average, I use about $80/week on her food via SNAP. Should I become ineligible for SNAP, that basically takes my entire surplus per month for saving away, and I'm back living paycheck to paycheck. Fuck.
Also, I'm no longer eligible for the day care subsidy after $32,000/year.
My ultimate goal here is to become self-sufficient, and be able to move out and **START MY LIFE**. I **HATE** being on any sort of welfare - it goes 100% against who I am personally, and politically, but there's just no other way for me to float myself and my daughter. As soon as I can afford to *NOT* be on welfare, I plan to get off of it, but the way they make these programs - I can see how people stay on them, are not motivated to get off them, and seem to be penalized for trying to get ahead in life and are thus dependent on them.
So, with the proposed cuts in my spreadsheet, I have the ability to save approx $200 per pay, $400 a month. Again, this is until I reach a $5,500 savings in any sort of assets.
Assets included:
* A licensed vehicle that is not totally excluded
* Cash on hand, including in checking and savings accounts
* Lump sum payments
* Funds withdrawn from educational savings accounts when the funds are used for purposes other than educational expenses
* Readily available amounts from trust accounts
* Stocks, bonds, and savings certificates
* Non-recurring payments from retirement plans when an individual chooses to liquidate the funds
* Jointly owned bank accounts if the funds are freely accessible and appear to be used without restrictions
* The equity value of real property (land and buildings) unless specifically excluded because the property is used as a home, is income-producing, AND the income is consistent with the property's fair market value, it is essential to employment or full self-employment, or verification of the property?s ownership, market value, and efforts to sell it for fair market value, present undue hardship to client .
* **Personal property, including licensed and unlicensed vehicles, boats, aircraft, all-terrain vehicles, and mopeds**
That last one scares me a lot. It's so vague. Where does that stop? I have a computer that I built for $2,800 2 years ago. Is THAT counted? My TV? My personal protection carry Firearm? Where does it stop?
I hate so much about all of this, but I'm really trying.

But when I saw how clear and calm the aqua waters were, my water-wired brain screamed a different note. What can one do but dive in? Besides, I always am prepared when I go to the islands.
